What the City showed KPMG for their Core Service Report

Dear Mr.Pennachetti

There are many puzzles in the KPMG report that need to be clarified. However, the full text of the report is not available for most of us to read. We understand that such consultants' reports are intended only for the City Manager and his designates.

That's not a serious problem, though. Potentially even more helpful for P F R users and P F R workers is the information that the City provided to KPMG. We would therefore like to ask you to publish the following on the city website:

1. The detailed inventory of service standards and service levels that was provided to KPMG for P F R.

2. All financial and budget data and all other available information related to P F R, which was provided to KPMG.

3. All P F R-related policy directions, reports, and Council decisions that were provided to KPMG.

Is any of this already posted? If so, could you direct us to the right links? If not, could you post all this information and notify us of the link?

If you feel that this information request needs to go through FOI, could you let us know?

A. The City provided to KPMG service standards and service levels for Parks, Forestry and Recreation contained in our Financial Planning and Reporting System (FPARS). Attached are two files: 1) PFR service standards and levels (26 pages), and 2) PFR cost allocations (1 page)

2) All financial and budget data and all other available information related to PFR, which was provided to KPMG.

A. The City provided to KPMG the 2010 budget information for all services, which can be found at: http://www.toronto.ca/budget2010/

3) All PFR-related policy directions, reports, and Council decisions that were provided to KPMG.

A. KPMG had access to all online Council approved reports and policies including those related to PFR. Specific documents provided to KPMG include:

a. Every Tree Counts study http://www.toronto.ca/trees/pdfs/Every_Tree_Counts.pdf

b. Recreation Service Plan which can be found at: http://www.toronto.ca/parks/engagement/serviceplan/

c. PFR information provided to Council members as part of the Council Transition which can be found at: http://www.toronto.ca/civic-engagement/council-briefing/index.htm
