Part of Food operations in parks and other public spaces

It's the City of Toronto's policy to put all food operations on city property up for tender. When a company wins the bid, there is a finite contract that ends after a stated number of years. Then the location goes up for tender again. However, in real life, that's not always what happens. In the case of the lakefront restaurant Tuggs, the deviation from policy got into the news, and led to considerable debate at City Council.
