• 2010 City by-law which defines the roles and duties of the City accountability officers
Part of Accountability Officers
The law that sets up the City of Toronto (the Province of Ontario "created" the City of Toronto with the powers it currently possesses) is called the City of Toronto Act, 2006.
Part V of this law, entitled ACCOUNTABILITY AND TRANSPARENCY, calls for the appointment of 3 "Accountability Officers" and also permits City Council to also appoint a Lobbyist Registrar.
The City of Toronto Act offers one model aimed at achieving public accountability and transparency around decision-making. For another model of encouraging civic accountability, see City governance, general.
The City of Toronto Act further requires Council to define the powers and duties of these Officers.
City Council did this by passing by-law No. 1098-2009, on 2009-10-27. This by-law is now included in the regularly updated compilation of by-laws which pertain to the city as a whole Toronto Municipal Code Oct 2009.
The by-law is entitled ACCOUNTABILITY OFFICERS and found in Chapter 3 of the City of Toronto Municipal Code, which is regularly changed and updated.
