The sign refers to Chapter 608 of the Municipal Code which contains, the Parks by-laws. Section 21 of this Chapter, listed as 608-21 sets out the rules regarding skating.

Was it Council's intention that the by-laws would be used to exclude anyone by permit holders from using the publicly funded rink? Who made this decision? Did people from the surrounding community participate in the decision about how their rink would be used?
