PFR documents are often written in a way that doesn't really say anything. For example, the four principles of "access, quality, inclusion and capacity building" sound good, but it's hard to know what specific actions would lie outside such principles. Ditto for "community engagement." If a manager insists that she is following these principles, how could anyone say she wasn't?
