This is a pretty strange situation, in that the bureaucracy keeps using its authority over management decisions to undermine the intent of council. Council is allowed to tell staff what to do, but not how to do it. And yet, there is this troubling pattern where the bureaucracy’s “how” is determining the “what.” This shouldn’t be happening, but it is.
