Commentary received privately:

• separate out the increase in staff (including what services being provided) from salary costs associated with the base complement
• took on social housing in this time frame and probably Courts
• arbitrated settlements for police, fire, EMS library workers at a minimum in terms of municipal costs outside of Council's control
• change in complement - TTC, police

This is looking at gross costs - for public health and EMS and social services Province is taking up more of the costs
